John Michael De Carlo

John Michael De Carlo serves as PBGH’s Director of Health Policy.

Prior to PBGH, John Michael led health policy at IBM focusing on data privacy and access, public health infrastructure modernization, and artificial intelligence (AI) regulation in healthcare. He helped shape key provisions of the 21st Cures Act focused on enhancing interoperability and information sharing to support high quality care at lower costs. During his IBM tenure, he was also assigned to lead government affairs in the Middle East and spent significant time in the region shaping emerging policies on AI, data privacy and cybersecurity.

Before joining IBM, he served as Senior Policy Expert at the American Cancer Society Cancer Action Network (ACSCAN), where he advocated for policies to accelerate precision medicine and promote adoption of advanced technologies to improve prevention, diagnosis and treatment for those suffering with cancer. He also led a “first of its kind” employer led initiative at the Bipartisan Policy Center that included 10 Top Fortune 50 CEOs focused on improving the quality, cost-effectiveness, and patient experience of care.

John holds a MA in American Studies from Cal State Fullerton and a dual bachelor’s degree in American and African American Studies from SUNY Buffalo, where he graduated Phi Beta Kappa and was a member of the men’s soccer team.
